Our Marine Advisory service is in accordance with the International Maritime Organisation's (IMO) recommendation for the carriage of Marine Advisor in the Straits of Malacca and Singapore. It was noted that the Straits Pilotage service could offer optimal professional support and nautical assistance for the Captains who are not familiar with navigating in the constraint waters of this busy Straits. The service would enhance the overall navigational safety for all users in the Straits and also contribute in the protection of the environment of littoral nations bordering the Straits of Malacca and Singapore. At the 43rd session of the Tripartite Technical Experts Group of Indonesia, Malaysia and Singapore on safety of navigation in the SOMS in Sep 2018, it was agreed amongst the littoral states that the Marine Advisory services in the SOMS will take effect on 1 Jan 2019. The Guidelines state that the MA’s deployed to carry out duties in the SOMS are to be provided by each littoral state of its own. It is stated in the passage planning guide for Malacca Straits and Singapore Straits that the increasing size and number of ships pose problems with the risks of collision and grounding ever-present. This situation automatically calls for the watch keeping standards of the highest order . The use of a Marine Advisor will help the bridge team manage their resources more effectively to prevent fatigue amongst the team members. The Master will be provided with the opportunity to consult the professional when in doubt. The pilot's local knowledge will be of extra value to the bridge management team and his professional skill set as a ship handler will be most resourceful in times of need. In an effort to ensure safety of navigation and also environmental protection of the Malacca/Singapore Straits, IMO had many years ago made recommendations with respect to large vessels (VLCC) using the Malacca/Singapore Straits.
